With more than 50 years experience in the identification, design and operation of emission reduction projects, Perenia has expertise in all aspects of project development, from identification through to operation and maintenance of the commissioned plant. 

With this experience, Perenia is able to assist project developers through the project development cycle by undertaking specific phases of work or reviewing design documentation to reduce delivery risk and enhance project delivery.   Our full range of project development services includes:

Origination services

Perenia manages projects through the entire origination process, from initial eligibility assessments through to the monitoring and verification of registered projects.  Our focus is on minimising risk by reducing lead times for host country approval and project registration.  This includes:

• Eligibility assessment, using our proprietary tool,  Project Screen
• Project registration, including:
• Project Design Document (PDD) preparation, including the development of new baseline and monitoring methodologies
• Strategic advice regarding host country approval
• Validation, including engaging and managing a Designated Operational Entity (DOE)
• Responding to any comments on a project raised by the CDM Executive Board during the registration process
• Project monitoring
• Verification, including engaging and managing a DOE

Marketing and transaction services

Perenia is focussed on maximising the value of emission reductions.  We have an established network of buyers in Kyoto and non-Kyoto markets and advise project developers on the structuring of transactions to suit their requirements.   Our business model is based on a partnership with our clients, where we share in their risks and their successes.

Our marketing and transaction services include:

• Analysis of the carbon market
• Advice on the structuring and contracting of carbon-based transactions
• Identification of and engagement with potential buyers in Kyoto and non-Kyoto markets
• Negotiation and preparation of Emission Reduction Purchase Agreements
• Issuance and transfer of carbon credits, including the establishment of registry accounts

Project optimisation

It is often assumed that once a project is registered then carbon credits will be generated.  However, under-delivery of emission reductions is a significant risk for buyers and project developers alike. As of February 2007, only 54 per cent of the CERs projected in registered PDDs were actually issued*.

Perenia’s team of experts works closely with project developers to identify and manage potential performance risks to optimise project and emission reduction output.  This includes optimising emission reductions from new or existing projects through an assessment of design documentation and operation and maintenance procedures.

Perenia uses its proprietary tool Project Screen – developed and refined through our experience in identifying, designing, and operating emission reduction projects – to assess each project concept for development, registration and carbon-credit delivery risk.
